Website grants in 2026: what is left in Castellón and Valencia

This guide is translated from the Spanish original. Quotations from Spanish laws are our own translation: the official text is the one published in the BOE or the DOGV.

As of 2 October 2026, there is no public grant open in Castellón or Valencia that pays for building a website, except for one very narrow municipal grant: Moncada pays 50%, up to €600, of its businesses’ websites in Valencian. It is covered in websites in Spanish and Valencian. The Kit Digital closed its last call on 31 October 2025, and the order that changed its rules in January 2026 did not open another. Two free assessments for shops and a website cybersecurity grant in Valencia are still open.

The grants that did pay for websites opened their 2026 window between January and June. Below you will find each one with its status, its deadline and its call, plus a checklist so you are ready for the next one.

We checked every fact in the BOE (Spain’s Official State Gazette), the DOGV (the Valencian regional gazette), the BOP (the provincial gazette) or the official e-office of each body. Grants change quickly: before you decide anything, open the link to the call.

The Kit Digital is closed and the 2026 order does not reopen it

Red.es closed applications for the Kit Digital by size band:

On 28 January 2026, the BOE published Order TDF/39/2026 (Orden TDF/39/2026). Many websites present it as the return of the Kit Digital. It is not: it changes three articles of the rules and opens no application window.

  • Art. 4. The rules apply “until the Programme’s funds are fully exhausted”.
  • Art. 6.3. Red.es will reinvest unspent money “even after 2026” in the programme itself.
  • Art. 28.8. If funds remain, Red.es must propose awarding the grant to those who were left out solely because the budget ran out.

The preamble acknowledges that this money could go to new calls. None has been published. The Red.es e-office only has supplier registers open and an invitation on artificial intelligence for associations and technology centres. An SME cannot apply for it.

Three practical consequences:

  • If your voucher was refused for lack of funds, keep an eye on your notifications in the Red.es e-office. Art. 28.8 requires your application to be reconsidered if funds become available.
  • If your website came from the Kit Digital, check 2 things: that the domain is in your company’s name, and who now pays for hosting, which was only covered for 12 months (rules, annex IV). Bear in mind, too, that the SEO included was basic: keywords and optimisation of 2 pages.
  • If someone offers you “the new Kit Digital”, ask for the BOE number or the link to the Red.es e-office. Without that, there is no call.

The Kit Consulting, which paid for advice and not for websites, closed on 31 March 2025. We have found no announced successor in the BOE or at Red.es.

Today only assessments and a cybersecurity grant are open

These are the three calls open on 2 October 2026 that touch the digital side of an SME in Castellón or Valencia. None of them pays for designing a website.

The calculation of places is ours: each assessment costs €1,069.11 according to the call itself. Castellón has €13,898.43 and Valencia €26,727.75. They are awarded first come, first served, so there may be no room left. The Castellón Chamber’s Pyme Cibersegura closed on 30 September.

The grants that paid for a website opened between January and June

This is the table for planning. It lists the calls that covered websites, SEO or digital marketing in Castellón and Valencia, and when the last one opened. All of them are closed.

Three takeaways from the table:

  • For a services company, the clearest route is the Chambers of Commerce. A law firm, a tax and accounting firm or a clinic does not fit CREA COMERCIO or DIGITALIZA-CV. Pyme Digital expressly covers your own website and SEO (annex II of the Castellón call). INTECA accepted any sector, but only projects already paid for.
  • There is competition. In Valencia, Pyme Digital received 150 applications for 60 places and was awarded by a draw before a notary on 26 March. DIGITALIZA received 447 applications, 61.3% more than the previous call, with a budget increased to 8.4 million. INTECA had 101 applications and funded 46.
  • If you have already received it, you cannot have it again. Pyme Digital excludes anyone who received implementation support from the programme after 31 December 2023. And it does not fund solutions already paid for by the Kit Digital.

Cautious approach on 2027. The Kit Digital and INTECA were paid for with European funds from the Recovery Plan. The preamble of Order TDF/39/2026 points out that Brussels considers those programmes fulfilled if the grants had been awarded by August 2026. The Chambers’ programmes are funded by the ERDF (FEDER) 2021-2027. It is reasonable to expect the latter to return before the former, but no one has confirmed it.

Town and provincial councils have hardly any grants of their own for websites

Valencia City Council is the exception, with its €3,000 grant for shops in March. We searched the National Grants Database (Base de Datos Nacional de Subvenciones). There are no 2026 calls to pay for a website from the Provincial Councils (Diputaciones) of Castellón and Valencia, or from Castellón City Council.

Castellón Provincial Council contributes money to the Chamber’s Pyme Digital programme: €14,188.42 by agreement in 2026. Castellón City Council has announced the Premios Castellón Emprende 2026 awards, with 10 prizes of €10,000 for local retail, among other categories. According to its extract, they reward achievements already made, do not fund future spending and the deadline is 30 October. As of 2 October 2026, the National Grants Database did not show it as open: the window starts the day after the extract is published in the BOP. Check the municipal e-office before preparing anything.

If your company is in another municipality, look up your town council in that same database. Public authorities must send it the text of each call (art. 20.8.a of the General Grants Law (Ley General de Subvenciones)).

These grants cannot be used to pay for a website

Three schemes appear on many lists of “grants for your website”, but they are not:

  • EMPYME 2026, Generalitat. It pays running costs for entrepreneurs and SMEs with less than 5 years of activity. But it excludes the “acquisition of fixed assets, tangible or intangible” (seventh operative point). The Generalitat’s retail rules treat building a website as an intangible fixed asset (art. 6.23). Our approach: a new website does not qualify. It closed on 31 July.
  • ENISA. It grants participative loans of €25,000 to €1,500,000 to companies with “an innovative business model, with clear competitive advantages”. It is a loan you repay, not a grant.
  • DIGITALIZA-CV for a shop or a services company. It excludes companies whose main activity is retail. It only accepts industry, energy, water and waste, construction, transport and CNAE division 72, research (art. 2).

Common requirements are prepared before the call opens

Almost all of these grants ask for the same things. Preparing them in advance is what lets you submit your application on day one.

  • Be an SME and not a company in difficulty, according to the definitions in Regulation (EU) 651/2014 that almost every call cites.
  • Be up to date with the Spanish Tax Agency (Agencia Tributaria) and Social Security. It is a requirement for being a beneficiary (General Grants Law, arts. 13 and 14.1.e). For regional grants, also with the Generalitat’s tax authority.
  • Stay below the de minimis ceiling: €300,000 in this type of aid over 3 years. Linked companies count as one (Regulation (EU) 2023/2831).
  • Minimum turnover and time in business in the Chambers’ programmes: €100,000 in the last financial year and IAE registration before 1 January 2024.
  • The right activity code. CREA COMERCIO requires retail and DIGITALIZA-CV excludes it. If your activity code does not fit, the application goes no further.

Each call sets a different point from which you can start

There is no common rule on whether you can commission the website before applying for the grant. These are the rules in the latest calls:

Cautious approach: do not sign or pay for anything until you have read the section on implementation deadlines in the specific call. If it has not yet been published, there is no rule to apply.

There is one more risk. The 2025 CREA COMERCIO was applied for in September and decided on 27 February 2026. If the call accepts earlier spending, you invest without knowing whether you will get the grant.

Mistakes that lose you a grant already awarded

Getting the award decision is only half the job. These mistakes lead to the grant being reduced or repaid with interest (art. 37 of the General Grants Law):

  1. Paying in cash. Pyme Digital does not accept it, and DIGITALIZA-CV requires payment through a financial institution (art. 9.2).
  2. Invoicing too early. In Pyme Digital, an invoice dated before the start of the grant phase does not count.
  3. Hiring someone linked to you. The law prohibits it unless expressly authorised (art. 29.7.d), and Pyme Digital excludes it in all cases.
  4. Not asking for three quotes. If an expense exceeds the minor contract threshold, you need three prior quotes (art. 31.3). DIGITALIZA-CV sets it at €15,000 excluding VAT with the same supplier and requires you to choose the cheapest offer (art. 9.4).
  5. Mixing investment and running costs. The Generalitat’s retail rules treat maintenance, SEO, hosting and subscriptions as running costs (art. 6.23). Xpande Digital does not pay for hosting or maintenance either.
  6. Forgetting the EU publicity rules. Pyme Digital requires an A3 poster with the ERDF logo and a mention on your website and social media, with dated screenshots.
  7. Justifying late. In Pyme Digital, if you do not submit your justification on time, the Chamber gives you 15 more working days. After that, it revokes the grant.
  8. Getting rid of what was funded. DIGITALIZA-CV requires the investment to be kept for 5 years (art. 3.4). CREA COMERCIO requires it to be installed and in use when you justify.

You pay the VAT and you almost always pay the full amount up front

VAT is not eligible when you can recover it (art. 31.8 of the General Grants Law). All the calls we reviewed exclude it. The Generalitat’s retail rules go further: they do not pay it to any SME (art. 4.1.e).

What is more, in most of them you pay first and get paid later. Say a tax and accounting firm in Castellón is admitted to Pyme Digital with a €7,000 plan for website and SEO:

  • It pays the supplier €8,470: €7,000 plus €1,470 VAT.
  • Eligible cost: €7,490, because the programme adds a flat 7% for indirect costs.
  • Grant: 60%, €4,494, received after justification.
  • Final cost: €2,506 if it deducts the VAT, and €3,976 if it cannot deduct it.

The grant is also taxable. In personal income tax (IRPF), a grant that funds an investment is recognised as income as you depreciate the asset (Spanish Tax Agency, 2025 Income Tax Manual). Ask your adviser how to declare it.

Someone who charges a commission for handling the grant is not liable for you

Paying someone to process a grant application is legal. But the General Grants Law prohibits entrusting the project’s execution to intermediaries or advisers whose fee is a percentage of the total cost. It only allows it if that payment is justified by the market value of the work (art. 29.7.c).

And you are the one who is liable. The obligations to justify and to repay fall on the beneficiary (arts. 14 and 37). Even in the Kit Digital, where the supplier submitted the justification and collected the voucher, the rules say it did so on behalf of the beneficiary, “the latter being ultimately responsible”.

No one needs your digital certificate to apply on your behalf. IVACE and Generalitat grants let you authorise another person in the ACCV Register of Representatives (art. 6.3 of DIGITALIZA-CV).

Cautious approach: if you hire someone to manage the grant, ask for a fixed price in writing, not a percentage of the grant. Be wary of anyone who guarantees the award or cannot give you the BOE, DOGV or BOP number of the call.

Checklist: documents and steps before applying

Prepare this now and you will be able to submit your application on day one. It matters because Castellón’s Pyme Digital and the assessments are awarded first come, first served.

And four steps:

  1. Check your profile against the grants table: activity code, employees, turnover, municipality and year of registration.
  2. Ask for the itemised quote today. It is useful whether or not there is a grant. If you are going to replace a website that already ranks, plan the change with the method in redesign without losing rankings.
  3. Check every month your Chamber’s e-office, the Generalitat e-office and the National Grants Database, filtering by your town council.
  4. When the call is published, read the eligible expenses and the implementation deadlines first. Then apply.

What to do on Monday

  1. If you have a shop, ask your Chamber for the free assessment if there is still time and budget. In Castellón, until 30 October 2026; in Valencia, until 9 November.
  2. If you already have a website and your company is in the Valencia Chamber’s area, see whether Pyme Cibersegura covers the website audit and the SSL certificate. The deadline is 1 December 2026, or earlier if the budget runs out.
  3. If your website came from the Kit Digital, confirm that the domain is in your name and who pays for hosting.
  4. Download the de minimis certificate and the census status certificate. They are free and tell you which activity code and which grants are recorded in your name.
  5. Decide without counting on the grant. Work out how many clients you need to pay for the website with the customer value calculator. If the numbers add up, waiting until 2027 has a cost.
  6. Run your current website through the free SEO audit to see what to fix first, and choose your technology with the guide to Framer, WordPress or custom code.

Can I apply for the Kit Digital in 2026?

No. All application windows are closed and the last one ended on 31 October 2025. Order TDF/39/2026 changed the rules to make use of the leftover money, but it did not open any call. If your application was refused only for lack of funds, Red.es must reconsider it if funds become available.

Is there any grant open for building a website in Castellón or Valencia?

As of 2 October 2026, no, except a municipal one for websites in Valencian in Moncada. Two free assessments for shops remain open, at the Castellón and Valencia Chambers of Commerce. So does the Valencia Chamber’s Pyme Cibersegura grant, which pays for website security but not for the design. The grants that paid for a website opened their 2026 window between January and June.

Can I build the website before applying for the grant?

It depends on the call, and there is no common rule. In the Chambers’ programmes, no spending before admission counts. In the Generalitat’s CREA COMERCIO, spending from 1 January of the same year counted. Valencia City Council’s 2026 grant only paid invoices that had already been paid.

Does the grant cover the VAT on the website?

Almost never. The General Grants Law excludes VAT when you can recover it, and the CREA COMERCIO rules exclude it for all SMEs. What is more, in most of them you pay the supplier in full up front and receive the grant after justifying the spending.

Is it legal for a company to process the grant for me in exchange for a commission?

You can pay someone to process it, but the law sets limits. The project’s execution cannot be entrusted to intermediaries who charge a percentage of the cost. The exception is when that payment is justified at market price (art. 29.7.c of the General Grants Law). And you remain the one responsible to the authorities.

When will website grants open again?

There are no official dates for 2027. For reference, in 2026 Pyme Digital opened on 27 February in Valencia and on 17 March in Castellón, and CREA COMERCIO on 9 June. Have your certificates and quote ready, because some are awarded first come, first served or by draw.
