In 10 public contracts in the Province of Valencia, awarded from 2023 to 2026, the 5 simplest websites cost between €6,242.20 and €12,980 excluding VAT. Four of them included 2 to 3 years of maintenance. A portal with a catalogue, migration or connections to other systems cost between €22,900 and €117,660.
Below you will find each contract with its link, what it included and why some cost twice as much as others. All the data was checked on 7 October 2026.
How we chose the 10 contracts
We have not found any official statistics on web design prices in Valencia. That is why we use the source that anyone can open: the Public Sector Procurement Platform (Plataforma de Contratación del Sector Público). There, every public body publishes what it contracts, under which specifications and for how much.
We searched for contracts performed in the Province of Valencia and classified under the codes for web design, internet development or IT services. Then we read the subject of each one and, where it was published, its technical specifications. These were the criteria:
- In: contracts awarded from 2023 to 2026 to design, redesign, develop or migrate a website or a portal, with or without maintenance. The contracting body has to be from the province: town and city councils, associations of municipalities (mancomunidades), the Provincial Council (Diputación) and bodies of the Valencian regional government (Generalitat). We left out central government bodies based in Valencia.
- Out: apps, intranets, e-offices (sedes electrónicas), management software and contracts for maintenance or hosting only.
- Also out: contracts in which the website is a part that cannot be separated. For example, the one for the website of the International Band Competition (Certamen Internacional de Bandas de Música) included editing videos and managing YouTube and Flickr.
- And those that do not say what they included. The website of EPSAR, the Generalitat’s wastewater treatment body, was awarded for €97,200. But its file does not publish the specifications or any other document setting out the scope.
It is not a statistical sample. These are the verifiable contracts that most resemble the website of a company or a small organisation.
10 contracts in the province, from €6,242 to €117,660
Amounts exclude VAT. The base budget is the maximum set by the organisation; the awarded amount, what it committed to pay the winner. Each name links to its procurement file.

The year is the year of the award. The scope comes from the technical specifications of each file, in its documents tab. FISABIO does not publish technical specifications: its scope comes from the document that opened the file.
Note on Les Arts. The May 2025 notice awarded the website for €27,648. In February 2026, the foundation corrected it to €30,948, with no further explanation in the notice. It later approved two modifications: more work on the website and an extension until May 2027. With them, the contract adds up to €53,585.66.
4 takeaways from the table
- With a single bid, the price does not fall. The Mancomunitat del Camp de Túria received one bid and paid €1 less than its budget. The 4 contracts with 10 bids or more were awarded between 22% and 62% below their budget.
- The same brief does not have a single price. Xàtiva received 17 bids for a single set of specifications. The cheapest asked for €9,800.24 and the most expensive, €17,980: 83% more.
- Catalogues and connections push the price up. The most expensive website publishes the collections database of the Museu de Prehistòria. The one for Valencia’s museums includes a catalogue with filters, and the Les Arts website connects to the box office. The three cheapest are informational websites in WordPress.
- The signed price can grow. Les Arts went from €30,948 to €53,585.66 with two modifications. Whatever is not in the contract ends up being paid for separately.
How the budget for a public website is calculated
Two sets of specifications explain where the figure comes from. They are the best model for asking any provider for a breakdown.
The Valencia Provincial Council (Diputación de Valencia) costed the Museu de Prehistòria website in months of work for each role, using the sector’s collective agreements. The first phase, up to having the website up and running, came to €106,786.15. Of that, €79,626.26 was staff: a senior analyst programmer for 14 months, a graphic designer for 6 months and a coordinator for 4 months, among others. The second, with the website already live and its maintenance, came to €25,860.88.
Picanya Town Council did it by item. Its technical specifications budget €31,500 for the first 2 years: creating the site, €4,000; migrating the content, €20,000; hosting, €2,000 a year; and a block of 50 hours, €3,500.
Our approach: a serious quote can be explained by item or by hours. If you receive a figure with no breakdown, ask for one. Not to haggle, but to know what you are buying and what you will be charged for separately.
What it means for an SME or a professional firm in Valencia
None of the 10 contracts is a private company’s website. The 5 closest in size are the two from the Fundación CEAM, the Anti-Fraud Agency, Xàtiva and FISABIO: from €6,242.20 to €12,980 excluding VAT. Four of them included 2 to 3 years of hosting and maintenance.
By scope, the closest to a professional firm’s website is the Fundación CEAM corporate website. It moved from static pages to WordPress, in Spanish, Valencian and English, with its transparency section. It was awarded for €9,666 with 3 years of maintenance, and the 7 bids ranged from €9,666 to €14,014.
A public contract comes with requirements your website may not need:
- Mandatory accessibility. Royal Decree 1112/2018 (Real Decreto 1112/2018) applies to the whole public sector (art. 2). Whether your company is obliged is explained in what the web accessibility law requires.
- Certified infrastructure. Xàtiva asked for a data centre with the National Security Framework (Esquema Nacional de Seguridad) at medium level and ISO 27001, as well as a content delivery network.
- Several languages. Most of the specifications in the table ask for Spanish and Valencian, and several add English. How to do it without losing rankings is explained in websites in Spanish and Valencian.
And the reverse: an SME needs something a public body cares less about: a website that brings in clients. That takes copy that persuades, a form that filters and enquiry tracking.
Let’s say a tax and accounting firm in Valencia wants a 10-page website in Spanish and Valencian, with a form and maintenance. By scope, it is closer to the contracts of about €6,000 to €13,000 than to the €117,660 one. Cautious approach: use that range as an order of magnitude, not as a price. If a quote falls well outside it, above or below, ask what it includes.
How to compare quotes with what these contracts show
Two quotes can only be compared if they break down the same things. The list of 15 items is in the template in how much a website costs. These Valencia contracts add 6 checks:
- Ask for at least 3 quotes. With a single bid, the Camp de Túria paid practically its maximum.
- Give everyone the same brief in writing. Even then they do not come out the same: in Xàtiva, from €9,800.24 to €17,980. But it is the only way you can compare.
- Ask who writes the copy. Xàtiva and the Camp de Túria made it the contractor’s job. If your quote does not say so, you will be writing it.
- Insist on the breakdown. By item, like Picanya, or by role and month, like the Provincial Council.
- Ask what happens after the first year. Renewal, extra hours and extensions, with a price. That is what made the Les Arts contract grow.
- Make sure everything is yours. Xàtiva requires the domain to belong to the council, and a full copy of the website every year and at the end of the contract.

What to do on Monday
- Write down on one page what your website needs: sections, languages, who writes the copy and what should happen when someone fills in the form.
- Open 2 or 3 files from the table that resemble your case and read what they asked for. It will give you the vocabulary to ask for a quote.
- Ask for 3 quotes with that same document and an item-by-item breakdown.
- Compare the 2-year cost, with maintenance and hosting included, not just the entry price.
- Check whose name the domain, the hosting and the accounts will be in.
